This industry standard bulk wire or bulk cable is for the North American market.  This flat stranded cable is black PVC thermoplastic SPT-2, it is approved for indoor general use. Also known as lamp cord.  This is a 16 gauge cord with 3 conductors; black =hot, white=neutral, green=ground.
